Any application or DLL can only continue to issue further Windows Sockets functions after a successful WSA Startup response. A WSAStartup failure can be caused by the employment of a socket not provided for the task sharing of a socket between tasks erroneous configuration of the network subsystem improper configuration of the Winsock Layered Service Provider (LSP) or calling the WSACleanup function too many times.
