Microsoft Windows Error Code 100 occurs due to the Default Process permissions that have been changed through the Dcomcnfg.exe tool. The system describes that the semaphore slots are all used. No system semaphore can be used unless one of the ports becomes available. If the Access Permissions list is empty the interactive and the system accounts will have implicit access rights. If a group or a user is added on the list the implicit rights will no longer apply and the explicitly listed will have their rights. The change in behavior is from the Microsoft Windows NT 4.0. The interactive and system accounts maintain the access rights though they are not explicitly listed.
